Enforcers Go After Illegal Dumping

Looks like the money (tax) for the clean up of illegal dumping areas has already begun to find some place else to go. Please tell me who ( what Law Enforcement Official) is going to sit a watch a dump area and issue a ticket to the person(s) dumping trash? This is just another way to use tax(Dumping Fee Increase) dollars for something other that what they are intended to be used for. Bob is acting more and more like a Democrat with every passing day.
