The board is scheduled to vote on the proposal Thursday, two
weeks after the policy changes were first presented at a work
session.

Some board members say they are grappling with the issue, torn
between knowing the power education provides and making sure U.S.
citizens are served first.

Ethel Hall of Fairfield said she would support having a bit more
discussion on the issue but Betty Peters of Dothan said she has no
qualms about the policy.

Two-year Chancellor Bradley Byrne said it doesn't make sense for
the system to be educating people who would not be able to get
jobs.
